For any iPad model with a Home button, press and hold the Home button and the power/lock button until you see an Apple logo to hard restart the device. When the iPhone or iPad boots back up, touch input should work again as expected, at least for a little while. It appears that the more apps you use, the quicker the unresponsive touch screen
I was in and out of the car last week cleaning so the doors were opened a few times getting in and out and sometimes left opened while I was vacuuming the car. I noticed on the top screen that it had come up economy mode a few times while I was doing this. Took about 30/40 mins or so to clean out the car and left it at that.

I took shipment of the Spectre x360 yesterday and noticed that half of the screen (right side when in laptop mode or bottom half when in tablet mode) fails to register any of my touch inputs. It does however, accept inputs when I use a stylus pen. The other half of the screen seems to be fine.
Press Windows + X > Device Manager. Double click on Human Interface Devices to expand the category. Right-click the HID-compliant touch screen > Select Disable device > Click Yes to confirm. Right-click on the HID-compliant touch screen again > select Enable. Restart the computer to check if the Touchscreen is now working.
